Water diplomacy aims to shift water disputes from zero-sum games into positive-sum cooperation models though actor-driven approaches. Small states are often viewed as facilitators of diplomacy through a commitment to regionalism and consensus, which highlights their influence in international affairs. Responding to the research question, ‘How do “non-decisions” lead to status quo in water diplomacy?’ this article discusses how regional water diplomacy based on influence is weakened by the domestic shortcomings of small states’ political systems, where authorities use non-decision-making to maintain a status quo that guarantees their legitimized power.

This article examines the paradoxes of transboundary water diplomacy in Central America, where small states seek regional cooperation to ensure environmental security. Despite the establishment of official programs and institutions within the SICA system, the actual implementation of these initiatives is hindered by the absence of a clear legislative framework at the national level.

The authors emphasize that politicians often use a strategy of “non-decision” and informal governance methods in order to preserve the existing status quo and maintain their power. In the absence of a strong regional leader, and due to the weak ownership of externally imposed reforms by the countries involved, the theoretical advantages of small states in achieving consensus are not realized in practice.

As a result, the gap between ambitious regional declarations and the lack of domestic reforms blocks effective solutions to water scarcity problems. Thus, the study challenges the widely accepted view that small states are, by default, catalysts for peaceful diplomacy and integration.
