Why water monitoring and assessment are important?
Water quality assessment is one of the crucial scientific and practical analyses to identify the possibility of water consumption for different human needs and nature/ecosystem conservation for future generations. Water quality can be measured and monitored in rivers, springs, creeks, swamps, estuaries, wetlands and lakes what is called aquatic systems. Quality parameters, such as biological, chemical and physical indicators identify the combination of values that influence the composition of water. Monitoring and comparison of different water habitats (macro invertebrates) in biological monitoring provides an information of water quality and allows to make a quick assessment.

This paper analyses Finland’s cooperation arrangements in the light of the Principles and assesses the extent to which Finland’s transboundary water commissions reflect the good practices specified in the Principles. Taking a wider perspective, the paper also examines the elements of the principles and their practical realisation with a view to understanding better their promotion of water diplomacy. Relevant features include, inter alia, the competency and representation of the joint institution, its accountability and the extent to which public participation is permitted, and the cooperative mechanisms in place.

This study combines the strengths of historical studies and analytical approaches on transboundary water interactions to establish an historical process perspective on transboundary waters. The study analytically separates transboundary water cooperation, water diplomacy, and their broader political setting, and analyses their interplay over a long period of time. The paper presents a detailed case study on the development and transformation of Finnish-Russian transboundary water interactions over the last 100 years, with an emphasis on Finland and its relationship with the Soviet Union/Russia after World War II.
