    This document is a practical guide developed by the Organisation for Economic Co-operation and Development (OECD) for analyzing water governance systems. It presents a ten-step methodology designed to assess the effectiveness, transparency, and inclusiveness of water governance policies. The guide is based on twelve key principles grouped into three dimensions: effectiveness, efficiency, and trust and engagement.

    Diplomacy is the art and skill of managing international relations through negotiations between representatives of states or agencies. Water diplomacy is an innovative approach and strategic tool to resolve water issues at local and trans-boundary scales when water conflicts rise in sharing water resources. Complex water supply and sharing issues arise from the existence of multiple stakeholders such as agriculture, industry, urban and domestic users, environmental use, and others competing for scarce water. Water diplomacy may contribute to solving a variety of water conflicts and in this sense is a tool for sustainable water resources management.

    This article analyzes key factors affecting transboundary water cooperation in the Brahmaputra River basin at multiple scales. The analysis of multi-track diplomacy reaffirms the potential of actor-inclusive approaches, arguing for a need to go beyond purely focusing on formal legal norms and consider the possibilities of cultural norms of informal processes of cooperation. Various ‘windows of opportunity’ exist in the current phase of the Brahmaputra basin’s development, leading to exploration of a Zone of Possible Effective Cooperation, arising from the effort to scale up multi-track initiatives as well as broader geo-politicaleconomic changes happening across and beyond the basin.
