The convergence of climate change and post-Soviet socio-economic and institutional transformations has been underexplored so far, as have the consequences of such convergence on crop agriculture in Central Asia. This paper provides a place-based analysis of constraints and opportunities for adaptation to climate change, with a specific focus on water use, in two districts in southeast Kazakhstan.

This scientific article examines the impact of relative water scarcity on international relations in the Aral Sea Basin. The author distinguishes between absolute water scarcity, determined by the overall availability of water resources, and relative water scarcity, defined as temporary deviations from normal water availability within a specific river basin. Based on an analysis of hydrological and political data from the Amu Darya and Syr Darya river basins in Central Asia, the study concludes that short-term water shortages stimulate states to take more active policy actions. The findings demonstrate that periods of water scarcity increase the likelihood of both cooperative and conflictual interactions among neighboring countries. This suggests that states employ a variety of foreign policy instruments to address transboundary water challenges under conditions of resource variability. The results highlight the importance of considering climate variability when assessing and forecasting transboundary water disputes and cooperation.

This scientific paper examines water resource management as a key factor in achieving sustainable development, with a particular focus on the Mekong Delta region of Vietnam. The authors analyze global challenges, including freshwater scarcity driven by population growth and climate change, which contribute to droughts and soil salinization. The paper reviews international water governance models implemented in OECD and Latin American countries and identifies common challenges, such as financial constraints and information gaps. The study highlights the critical dependence of Vietnam’s agricultural sector on effective water governance and the efficient allocation of water resources. International experience is presented as a valuable foundation for reforming institutional frameworks and preventing social conflicts arising from water scarcity. The authors conclude by emphasizing the need for a flexible and adaptive water governance system capable of responding to contemporary environmental challenges.

This scientific article examines the concept of water security in the irrigation sector of Tajikistan at the individual farm level. The authors develop a comprehensive Water Security Index that incorporates hydrological, governance, and hybrid dimensions to assess the actual availability and accessibility of water resources. The study reveals that, despite the physical abundance of water, weak governance and institutional barriers are the primary sources of water insecurity. Based on a survey of 399 farming households, the authors establish a typology of farms, demonstrating that large and small producers face fundamentally different water-related challenges. The findings show that effective governance can compensate for infrastructure deficiencies, thereby enhancing the resilience of agricultural production. The article concludes by emphasizing the need to shift from broad national water security indicators toward targeted support for local water distribution and management systems.
